BOCO Industry Support - Fully Vaccinated Facility Program Launches 9/24
Pursuant to Public Health Order 2021-08, businesses, facilities, and events can voluntarily become approved as a Fully Vaccinated Facility/Event, and applications will open on Friday, September 24th. Once approved by Boulder County Public Health, Approved Fully Vaccinated Facilities and Events may allow individuals within the approved indoor space to remove their masks. Eligibility & Application
Eligible Businesses, Facilities, & Events
Any business, event, or organization operating in an indoor space may apply to become a Fully Vaccinated Facility or Event. A Fully Vaccinated Facility or Event may apply to an entire building 24/7, certain times and dates, certain rooms within the facility, or may just be limited to a single event at that facility. This program is designed to be flexible to meet the needs of our diverse community.
Ineligible Facilities/Businesses/Events
Facilities and events subject to state or federal orders requiring face coverings regardless of vaccination status, including facilities subject to the Colorado Department of Health Public Health Order 20-20 (long term care facilities etc.) and the CDC Transportation Order are not eligible for this program. Childcare and PK-12 schools subject to Boulder County Public Health Order 2021-07 are not eligible for the vaccine verification program. Youth activities and sports subject to Public Health Order 2021-07 are not eligible for the vaccine verification program.
Application Process
To become and operate as a Fully Vaccinated Facility or Event, the owner or operator of the indoor space must do the following:
- Submit an Application to Boulder County Public Health (BCPH). The online application form will open on or about September 24, 202 See for full program details and FAQs at https://www.bouldercounty.org/families/disease/covid-19-information/fully-vaccinated-facilities/
- BCPH will review the submitted application to make sure the below three requirements are met and follow up with requests for more information, if any.
- Written Policy: The facility or event must have a written policy and process requiring proof of vaccination for all individuals entering the indoor space.
- 95% Rule: The policy results in the facility or event verifying that at least 95% of the individuals in its indoor space are fully vaccinated, including employees, staff, guests, members, visitors, children under 12, etc.
- Additional Mitigation Strategies: BCPH will consider whether the facility or event, if necessary, has implemented additional mitigation strategies such as increased ventilation and air circulation, requiring distancing between members of different households, symptom screening, and/or encouraging proper hand hygiene.
- BCPH will either approve, approve with conditions, or deny the application.
- Upon approval, the facility or event must post approved signs indicating proof of vaccination is required for entry (EXAMPLES PROVIDED). Once the facility or event implements its policy, it may start permitting individuals within the facility to remove their masks after verification of proof of vaccination for all individuals and pursuant to the approval.

To support the safety of all the community members, including children who are not eligible for vaccination, Boulder County Public Health (BCPH) issued Public Health Order 2021-08. The order, approved by Board of Health on Sept. 2, requires mask wearing in all indoor public spaces for all individuals 2 years and older regardless of vaccination status and went into effect on Friday, Sept. 3 at 5pm. QUARANTINE, ISOLATION AND OUTBREAK RESOURCES
All individuals who have tested positive for COVID-19 or who have been a close contact of a person with COVID-19 infection, whether symptomatic or asymptomatic, and all individuals who are symptomatic with COVID-19 symptoms as defined by CDPHE are required to isolate or quarantine pursuant to Boulder County Public Health’s General Isolation and Quarantine Guidance by Vaccination Status unless otherwise directed by Boulder County Public Health.

Workplace Vaccination Clinics
Colorado is offering a new workplace vaccination program, which will allow employers, unions, and trade associations of any size to provide their workers with more opportunities to receive the COVID-19 vaccine in a familiar and convenient location. Employers can enroll and request a free, on-site vaccination event by filling out a Google form - there is no workplace too small to get vaccinated! All staffing, logistics, and vaccine supplies will be coordinated and provided by the Colorado Department of Public Health and Environment.

TESTING RESOURCES
Free COVID-19 testing is available at several community testing sites for anyone who would like to be tested. Symptomatic community members are still encouraged to get tested even if they have been vaccinated.
